Suggestion: Web site creation reason

For those that wish to have a Web site on host1free.com, I think it would be to the beneficiary of those that use box*.host1free.com to reduce those that have a Web site to those that have official reasons of creating the Web site that would be given through the Web form that registers that person into a Web site hosted by host1free.com. For host1free.com, this would potentially be for increasing web-hosted Web site quality-assurance probabilities.

+ Lower the frequency of those that desire to post on the forum->thread 'Technical Support'->'Please delete my account'
+ Filter bad people that have wicked reasons that go against Web site @ host1free.com policy (e.g., "The reason I want this Web site is to automate spam-mail and create phishing forms.")

The suggestion details:

Add to the Web site TOS: "We will review your reason(s) for Web site creation and based on that within 30 days your Web site may or may not be deleted."
Add a CAPTCHA (is there already one?) and a semi-large textarea with a "(requirement: must be greater than 50 characters and as detailed as possible)".
Add a label next to the textarea: "Reason for Web site creation:"
When the Web form for Web site creation is completed, this is entered into a mySQL database:
timestamp NOW(), LARGE_TEXT reason, ACCOUNT_INFORMATION_NEEDED_FOR_DELETION, OKed_BY_MODERATOR
If any reason's are the same within 96 hours apart, then those Web sites are auto-purged. (make this secret!!! so bots don't wait 96 hours apart). Those bot programmers are watching this thread right now!...sshh...AAAHHH!!!
So a Web site moderator would look at "new Web site reasons" at most every 30 days and based on this criteria:
- Does the reason break any TOS rules?
- Is the reason too vague?
If any criteria is crossed, then the moderator would click a button that would put the Web site under 'Denial of service. Reason: Web site creation reason was unsatisfactorial. Sub-reason: it was too vague. Web site will be auto-purged on November 10, 2010 @ 12pm.'

The Web sites that are currently up would be auto-purged January 1, 2011 for they would have to be re-created with a 'reason'.

Thanks for the ideas We are already start to do the first part some weeks ago....and we have pending to do something for the second part. We have hardly think about posibility to avoid all the mass abusers and bots, automatical script for checking the websites....and will be soon done.

The big reason with the review is...many are not speaking english and that 50 words will be really hard for them. We're receiving even support request which are hard to be read....but we are trying to do all the best
