That is the temporary URL. And do you mean phpMyAdmin?

Please let us know clearly you are not able to access the temporary uRL or your phpmyadmin?

Problem1 sol: You will not be able to login in phpmyadmin if you haven't created at least one database.
To creat database goto mysql management in 'your account' section in your directadmin.
Problem 2 sol: Your temporary url will not work if you don't have index.html in your public_html folder.
