please help, I can't create database

my information about my host:

Control Panel URL: Control Panel
Username: lop12a3tqk@yahoo.com
Password: *********
Nameserver 1: ns1.host1free.com
Nameserver 2: ns2.host1free.com

FTP Access: ftp.12a3tqk.tk
Username: a12a3t
Server Control Panel: 12a3tqk.tk...

When I create a new database, as I click button Create, it don't create database for me. It show:

Cannot Create Another Database

Details

Your reseller has reached his/her assigned limit

My host currently have no database.
Please help.

When I try to access my sql or setup database here it asks me to signup again. Is there a step that I'm missing? I went to the control panel but this thing has me in circles. Is there someone out there who would like to help me step by step. I know it's asking a lot but I want to blog.
