There is no "best" CMS. It depends on the needs.
For a simple Blog i would never use Joomla or other heavy weight systems like Typo3.
And if i want to have slim code and maximum control, i would take Typo3.
Joomla seems to be good for general Websites but Individualizaton could be tricky.
For a web gallery i would choose an implementation of Coppermine or Menalto Gallery into an existing system.
And SEO-Tools are available for every CMS
I love WordPress as a website and as a blog. It's come a long way since it's humble beginnings and I can see our company using it for many years to come.
Wordpress for ease of access of downloads, not having to go around and get them, believe drupal does it this way, joomla does not, as they are all hosted on the authors site and require ample time to retrieve, besides the built in installer and updater in wordpress, and multisite abilities...as guessing it will only get better, at the rate it is going..
Drupal 3 sites 4 years ago, joomla for 2 years and now prefer building with wordpress, depending on the sites needs, as like to see buddy press, get more like jomsocial and hopefully it will and all the new plugins wordpress has, around 20,000 total....
well that is a problem as joomla seems to organize theirs beter to find, by categories and subs, wordpress, just has them all by tags and little dificult to get to one you want and filter through, it seems, to some extent, if just browsing...
Diversity and flexibility with best offerings of the latest and most fashionable scripts, like jquery and all, with contributors being the key to a great cms..
Dragonfly cms was one that got off to great start, however developers squabbling over things and egos, as believe, several new cms and forums, get started this way, and anyway, left the dragonfly cms, is like 12 contributors, from over 100 or so dedicated before the issues happened leaving it dead in the water, it was called cpg nuke that was just coppermine gallery and phpnuke combined, so the plan had flaws from the start, maybe it seems, as it could not even keep up with the coppermine ehancment features...
Point being a strong cms, will have the support by the contributing extension authors, that offer the clients/users what they need and want, as in, if requested features and functions are not obliged, and no one is interested in coding extensions, for it, other than a few handful of people, do not think it can keep up with the trends and not sure who has time to wait on devlopers in the fast pace market of web site designing and management..
Wordpress, seems to be taken request seriously and have for sure came a long way over the years., as have tried it over the years, 2 times before and it was the 3rd time, that noticed it's superiority over all the others have tried...in most departments,
As really organizing their downloads, to be better navigated and viewed, browsed and few more things, that seem like if their is a new for it, a contributor author will fill the role and implement it in a plugin, so what more can you ask for, in a cms...

I'd have to say as far as free CMS applications go, Wordpress.
But if you're willing to spend money on one, I'd have to say phpFox does its job amazingly.
Mostly use joomla but also like wordpress.
