Well, the W3 validation or other code cleaning will not improve the ranking. That's totally wrong. But, the loagind page of a website will help a lot, because, as answer, google is displaying the fast pages first, and then the slows one. For checking your page speed are a lot of websites around the web. Google Webmaster can help in this too

Yes, but there are many other things that W3 and Google webmaster will be not so helpful.
Like connection speed between database and website (lowering database requests). Clearing HTML from unnecessary spaces, etc.

Yes, but this is for a error-free website (and no errors on apache server, which will improve the performance of the server), which can impact in a little way the rank, but the change can't be seen.

Hmmm...I would think the opposite way as the load time matters in many cases.
