Hi I have an error when trying to create new database

I have a max of 2, and haven't used any.

Used Max
Disk Space (MB) 0.0 10000
Bandwidth (GB) 0.0000 146.48
E-Mails 1 5
Ftp Accounts 1 1
Databases 0 2

It gives me the following error:

Cannot Create Another Database

Details

Your reseller has reached his/her assigned limit

How have I reached my limit when my limit is 2 and I'm using 0???
