What is your resource usage policy?

I am asking this question because I came across a well known free host being severely criticised for suspending accounts left and right for high resource usage. I went through their forum, communicated with them. Finally I found that even a one week old wordpress blog gets suspended for HRU (High Resource Usage) advising the user to upgrade to paid hosting.

The owner says wordpress is a resource hog, So are Drupal and Joomla or any other CMS. If anyone questions he turns arrogant. I have not hosted anything there. I was just investigating, I look with suspicion anyone who offers unlimited space or bandwidth free (or even paid).

I am planning to use a CMS (Either wordpress or Drupal), mostly text (my own blabbering, articles etc) with downloadable pdf versions of articles. Does it hog resources as claimed by the said famous free host? (I can not name them. They are one of the oldest and receiving maximum negative comments for their suspensions all over the internet)
