Advice would depend on the purpose of the Web site. If the purpose is not to create money than its purpose is to inevitably be destroyed. As the purpose of creation is to get something that would lead to getting more things.
However, for the sake of increasing the probability that it won't would be something that I do not know.
But given these purpose scenarios I guess we can some sort of come across some shady ground that won't send me into a whirlwind of bullshit, which is inevitable anyways when it comes to these topics of purposes that are really a purpose of self-destruct (except for the last):

That is an excellent way. You've also got facebook. However if you chose to use Twitter and article forms of communication than it may or may not be beneficial to pay for it, as Twitter is free and so is a blog. The only purpose I see in making it a Web site would be so that it's searchable, however if the purpose is to talk to "everyone," then twitter.com is just as searchable and then for the blog there are blog communities and google groups and web sites to enter into a google spider queue.

That would be useful, $30/hr for making me anonymous and putting the information on the Web site (which would be Twitter and a blog) that would be communicated through email. However that's if I was interested at-this-moment, but I'm not. I would probably do it for reasons of gaining popularity and I wouldn't do it myself because my IP (yes I know about proxy servers) would be logged and I'd rather work with people than having to figure it all out by myself. (I don't know how you got the Twitter info and the blog doesn't look too bad).
I suggest you make a link that is an American or British flag that has a title="Translate to English" where it would send you to a page that would involve:
translate.google.com/translate?hl=en&sl=zh-CN&tl=en&u=http%3A%2F%2Fcsmagz.com%2F
for those that don't know how to translate Chinese into words that can have some sort of meaning to them as a human.
The name CS is not the best name because the first thing I think of is Computer Software, Computer Science, Cervical ***, but mostly the first two. It also reminds me of Computer Security. CS should be more like:
- Chng News
or
- 311 News Blog
I wouldn't do Chang's News because I think they're gonna hand out fortune cookies or sell Chinese food. Or that famous ABC news reporter, Something Cheng.
The format of the Web site is too focused on the "how it looks" versus "what it can do." And if I were you, I'd convert the whole Web site into one big text file that I could download and `grep` and `vim.` The Web site looks like a scary monster that says: "I'm PHP, JavaScript, mySQL, CSS monster madness that is going to eat you because it's all bunch of random pages with random news."
So I suggest making the Web site more specific, like what type of news? Why should people care about news? (ya a FAQ right there). What are other sources of news? (ya got another FAQ) Where does CS Magazine get its news? (that's a FAQ + an exploration tool) Why does CS Magazine use Twitter and a blog to spread news? (that's an exploration tool and a pseudo-FAQ) What are CS Magazine's plans for growth and using News to make Chang Sheng’s human body potentially more able to do more things
I would analyze the words chosen in the articles however I wouldn't know if its Google Translate's ability to not be able to translate to the ability of English and therefore the advice wouldn't be sound and therefore psycho23 shall stop.

yes, i'm too focused on "how it looks" since i don't have a specific purpose right now. if someday i have an idea that worth a try and i can possilbally make some money, i will focused more on the content

The assumed purpose of the Web site is "does csmagz.com grasp my interest as something that psycho23 can use?"
- It does expose psycho23 to the wonders of the Chinese language. subtly-intriguing.
- The Ubuntu root-password-reset was beneficiary as I do have 3 Ubuntu 10.04 discs next to me (server edition, kubuntu, ubuntu) that I received in the mail for free 2.1 weeks ago (from shipit.ubuntu.com) to use for when my hard drive crashes or power supply fails or I decide to move far away and not bring my computer with me as I'd just bring my 1TB hard drive and the install disks in hope that where I go there shall be a computer to use.
The Web site is straight-forward with organization as far as "where the twitter information is" "where the blog information is" and the tag cloud is what I used to find topics of information to seek something psycho23 may like.
I just used the search ability on the top-right of the Web site is interesting but I wouldn't use it because I don't know how much information the Web site has. But I did search 'linux' so that's not true.
